AskDigs - Cross Project queries

Request is for the ability for Ask Digs to be able to search for information in other projects, regardless of the project you are initiating the request in.

Because this will be an infrequent ask, the feature will default to the current project, but provides a selection menu to change the AskDigs context to Company Files or to a specific Alternate Project.
