Centralized Admin view: Manage Project Users

We need a way to administer our users. We need to be able to manage all of a single user’s project access with one button push. At present, user management is conducted at the project level. This change would allow us to instantly upgrade a user or demote them to a collaborator across several projects within a matter of moments.
