Expose Base Layer

Since the launch of Digs, the base layer on a floor plan document is unrestricted, allowing for anyone to place data on it. This is the default location for Comments/Markup when a layer has not been selected.

This modification would make the Base Layer a layer you can turn on and off, no longer inaccessible. This will ensure data can be hidden or removed from view with out having to take additional actions.
